Cette rue ainsi qu'une petite place attenante avaient porté primitivement le nom de rue Saint Eloy, puis de rue des Carmes ou Petits Carmes ou Carmes Déchaussés. La place et la rue devenues ensuite rue ou place de la bibliothèque étaient bordées d'un côté au XIXème siècle par le couvent de la Visitation et deux maisons particulières, de l'autre côté par l'ancienne église des Trinitaires devenue temple protestant et le couvent des Petits Carmes devenu bibliothèque. Ce couvent était séparé des Trinitaires par une ruelle qui communiquait avec le jardin du Carmel situé rue des Trinitaires.
La place faisait face à l'actuel musée. La grande maison n° 12 de cette place était l'ancien hôtel Foes construit au XVIème siècle, devenu ensuite l'habitation de la famille de Jobal.
Autrefois un cul de sac ayant pour nom Cour aux Poules était situé entre un mur très élevé d'un côté et des maisons d'habitation de l'autre côté, à l'emplacement du couvent de la Visitation (actuellement la cité administrative). En 1409 le feu avait pris dans une maison de cette rue qui contenait du fourrage.
De l'abbaye Saint Eloy au musée de la Cour d'Or
Dès le XIème siècle des religieux de l'ordre de Saint Eloy avaient créé un établissement proche de l'Ile Chambière. Des inondations fréquentes les avaient incités à se réfugier à Thury (la Maxe). Leur monastère détruit en 1552, ils avaient installé un refuge en Chèvremont en partie sur l'emplacement de l'ancien Palais d'Austrasie, dans la rue qui avait pris le nom de rue Saint Eloy. Leur monastère avait été supprimé au début du XVIIème siècle pour y installer un collège.
En 1622 les Jésuites étaient arrivés à Metz pour créer le collège prévu à l'abbaye Saint Eloy. Les Jésuites se trouvant trop à l'étroit, avaient quitté Saint Eloy en 1635 pour s'installer rue Mazelle, puis finalement en Chaplerue. La maison des Jésuites avait été vendue en 1656 aux Carmes Déchaussés.
En 1670 les Carmes avaient transformé et agrandi l'ancien bâtiment acheté aux Jésuites. Au printemps de la même année pose de la première pierre de l'église qui terminée avait été bénie le 22 décembre 1675. Un grand tableau avait été placé au dessus de la porte d'entrée.
En 1707 la maçonnerie et la toiture avaient été terminées, ainsi que la construction d'une aile du cloitre.
Les derniers travaux avaient eu lieu en 1710 -1711.
L'académie de Metz fondé par le Duc de Belle-Isle en 1760 avait tenu ses séances dans un local du bâtiment des Carmes jusqu'à la révolution, puis ensuite à partir de 1819 jusque vers 1890.
Lors de la révolution, destruction d'un grand nombre de livres rares appartenant à la bibliothèque des Carmes. Ils avaient été brulés sous l'arbre de la liberté, place de la Loi (place d'Armes).
En 1794 il ne restait plus dans l'église que les quatre colonnes en marbre du maitre-autel.
Après la suppression des Carmes sous la révolution, une école y avait été créée en 1796 puis fermée le 1er ventôse an 12.
Au cours de la révolution de nombreux livres avaient été réunis à la mairie, puis par la suite déposés aux petits Carmes.
En novembre 1811 la bibliothèque installée dans l'ancienne église des Carmes avait été ouverte au public.
Morlanne avait donné des cours d'accouchement aux Trinitaires, dans un bâtiment contigu à l'ancienne église des Carmes. Au départ de Morlanne, une école s'y était installée.
Fondée en 1821 la société des sciences médicales de la Moselle se réunissait aux Carmes et y avait installé sa bibliothèque.
Installation en 1839 à la bibliothèque, d'un musée de tableaux et d'œuvres d'art, la ville ayant acheté de nombreux tableaux dans le courant des années suivantes.
Actuellement c'est le musée de la Cour d'Or qui occupe ces lieux chargés d'histoire.
En 1755 le sol de la rue avait été abaissé pour diminuer la pente des rues du Haut Poirier (actuelle rue du chanoine Collin), de Chèvremont, ainsi que celle des Carmes Déchaussés.
L'abaissement commençait à partir du niveau de la rue des Trinitaires vis à vis de Sainte Élisabeth.
Le parvis et la rampe d'entrée de l'église des Carmes démolis avaient mis à jour de larges murailles romaines.
Avant 1755 la rue des Carmes ainsi que le parvis de l'église se situait au niveau du vestibule qui communiquait avec tout le bâtiment.
Lors de la construction d'un mur du couvent de la Visitation en 1838, un éboulement avait causé la mort de cinq ouvriers
En 1868 la ville avait créé une fontaine publique sur la place face à la bibliothèque avec une plantation d'arbres le long de la façade de la Visitation
La rue avait été élargie en 1899 au niveau de la rue du Haut Poirier (aujourd'hui rue Chanoine Collin) pour faciliter la circulation des voitures.
A l'angle de la rue du Haut Poirier et de la place Sainte Croix se trouvent sous une maison d'habitation les caves appelés caves Sainte Croix dans lesquelles ont parfois lieu des expositions.
